Under the constitution of Malaysia, land and forests are matters over which each state has legislative authority.

To co-ordinate a unified approach to forest and forestry matters, a National Forestry Council (NFC) was set up by the federal government in 1971. The NFC is a channel for discussion between the federal and state governments on forestry matters.
